Internet Traffic Management Transparency

Ofcom has specified that the basic levels of information Internet Service Providers should provide at the point of sale in order to ensure less technically savvy customers understand the way they use traffic management should include:-
- Average speed information indicating the level of service customers can expect to receive.
- Information about the impact of any traffic management used on specific types of services, such as reduced download speed during peak times for peer-to-peer software.
- Information on any services that are blocked, resulting in users being unable to run the services and applications of their choice.
While welcoming the comparable table of traffic management information (the Key Facts Indicator) incorporated in the voluntary Code of Practice published by the major ISPs in June 2011, Ofcom condisers it does not solve the problem of communicating with customers who are less technically informed. If improvements are not made, it has warned ISPs that it may use its powers under the new European Framework to introduce a minimum level of consumer information.
